All of these states currently have mandatory quarantine restrictions on visitors from non-New England states.

So eliminate Maine, Vermont, New Hampshire for non-visitors. That leaves Alaska, Hawaii, North Dakota, South Dakota, Wyoming, some of which might also need to be eliminated. But there might also be other states to consider whose governors are even bigger doofuses than usual.
I can speak pretty comprehensively to Alaska (no links, but I live here and I submit that you can trust my research; you/anyone can Google any of these races yourself):
Mayor's Marathon, June - cancelled
Crow Pass Crossing, July - cancelled
Anchorage Runfest, August - cancelled
Equinox Marathon, September - cancelled
The very lowkey Hatcher Pass Marathon happened, but it started 4.5 hours ago this morning, so that's not much good to you. Kesugi Ridge Traverse, a fairly low-key, and difficult, trail run is still on for late August (but may well already be full).
I didn't track down every single small-town marathon in Alaska this year; there might be something else out there that's still happening. But not much. Also, you would have to abide by testing/quarantine requirements just to enter the state in the first place.

Alaska can basically be eliminated, I'd say, based on what I wrote above. And n.b., if you go to Hawaii (even if any races are still happening), you literally have to quarantine for 14 days upon arriving. And, like, they'll track you down and fine you if you don't comply. So better find an Airbnb that has a treadmill in it (not a hotel with a fitness center, since you're literally not allowed to leave your room), since you're going to be staying inside for 14 days pre-race.
So you might want to take Hawaii off that list too, is what I'm trying to say.
Couer d'Alane Idaho, August 23rd, is still on. They are using social distancing but still on the last I looked.

If I hadn’t spent my money on a cancelled MN marathon, I would come down. Maybe next year.

"Beginning August 1, we will implement a pre-travel testing program for travelers to Hawaii as an alternative to the 14-day mandatory quarantine. Beginning August 1, travelers who have a valid negative COVID-19 test prior to arrival will not be subject to the 14-day mandatory quarantine".

The Santa Rosa Marathon is officially still on, in the 3rd week of November. I'd be surprised if it actually happens, however. They leave the door open for a virtual event, I'd hold off on registering at present.

Me, I'm frustrated! I qualified for Boston 2021, but I'm not optimistic it will happen. Plus I'm injured, bad Achilles.
So the list of states not yet checked where marathons might actually happen is:
Hawaii, Idaho (new), North Dakota, South Dakota, and Wyoming.
I'd leave California off the list at this point too, no matter what a race is now claiming.
I hear the West Wyoming Marathon is a go (sorry, couldn't resist).
Two marathons in Utah still on:
St George M. October 3rd (fast course)
Moab Trail M. November 7th (SLOW course)
I'm entered for the St George, but doubt it will happen, not sure I'd go even if its held, I can defer to next year. I ran Moab last year, stunning course but tough tough tough.

If word gets out a race is happening, too many people will sign up and then the race might not happen. Key is remote state and small field.
California International Marathon is still on for now December 6th.
Richmond (Va.) and Chickamauga Battlefield are still on.

In the past couple days we saw Hartford and Mohawk-Hudson cancel. It will be interesting to see which ones are next. Indy Monumental and Philadelphia seem unlikely to happen given the locations and number of runners. Of course Richmond and NJ Marathon are fairly large too.
Houston offered some guarantee about if they cancel, you can run in 2022, no extra charge. Might be worth considering.
