The question is in no way specific enough..
Its all height and weight relevant...
For people from heights of 5'0 to 5'5 and up to 180lbs.. then yeah they prob could with a bit of training..
for people 5'5 to 6'0 tall and up to 192lbs.. yeah they prob could with some training though for it..
They would need at least a couple months of training for it to do it ...
For people heights 6'0 and above and between 192lbs and 235lbs.. then they are prob going to need about 6 months of training for it to do it..
For everyone else over 235lbs.. then they are prob going to need over 6months to a year and concentrate just on track to get anywhere close to it.....
More than likely someone over 205lbs at all heights will have a very very very tough time coming anywhere close to 4:30 without any type of training for the mile..
Therefore the question needs more details..
It all depends on height and weight for the most part.
