I'm in California, you can still go out and exercise. They just request you maintain space from people. We have great weather so in places where weather sucks and you need to go to a gym this would suck.
Also, they cannot actually enforce the order with law enforcement so its really up to everyone's discretion. Plus essential businesses are still allowed to operate. Most manufacturing businesses are still going. I was at a clients facility this morning who is a defense contractor. They are trying to take measures to reduce the chance of infection but it is still operation as normal. Once you get the list of essential businesses and then businesses that support essential businesses a huge portion of the workforce is still out there. Probably close to half, although traffic is a lot better.

I think you heard wrong from your friend. What he said was you should shelter in place.
As of 1:30pm there has been no announcement of any type of a shelter in place order for Seattle.
Here in the Bay Area shelter in place is not that big of a deal. I have been running and hiking alone every day as always. The main difference is you can't go to restaurants, malls, and a lot of stores, but can still get pick-up and delivery. Banks and gas stations are open.
By far the biggest is risk is attempting to go to a grocery store. People have gone mad. We are supposed to be social distancing but people are packing into grocery stores and waiting in long lines to pay.

Try to use a supermarket with online ordering and curbside pickup. And when running, skirt around others, giving wide berth.

In the late seventies and early eighties I ran in place in a basket full of laundry when the weather was too cold and crazy to run outside at OSU. I had read about the idea in a biography of Emil Zatopek when I was in elementary school. My 17 year old daughter must listen to my old stories because she said today that she wasn't worried about training because she would use the same technique.
By the way, the temps lately are maybe one degree warmer because the temps were several degrees colder for many years over much of the world from 1975 to 1985.
