USATF has just announced the Tokyo selection procedures.
They are different than the Doha procedures and, in the example you describe, the third finisher across the line will be selected to the team even without the auto standard.
I posted a thread about this but it didn't draw any response, I guess because it doesn't leave people anything to complain about.
