Hey, Jae, can you share your runs, long runs, tempos, etc., that contribute to you thinking big toe is not activated? Just asking because that is not the feedback I receive personally from my athletes (or from my testing). Bottom line they feel they use their big toe more than in non-plate shoes as they feel they are placed in a bit more of an over-pronated position to really activate the big toe. It doesn't shut off. I think you're making this up. This is not what we see inside the shoe, when in motion.
