Look up the suspicious test values of some of Jerry athletes. Look at how some of his runners go from nothing to break American records back to nothing in a matter of a few years. Look at Chris Solinsky progression, it makes mo Farah progression look like nothing.

If you're an American capable of medalling at a championship signed to Nike then you're probably going to be on NOP, not Bowerman. People like Centro and Murphy who medalled in college. Bowerman takes Americans who have talent but don't seem like immediate worldbeaters, who need developing. Houlihan is a perfect example. NCAA champion but not a likely medal threat. If you're an American signed to Nike you have a lot more promotional value than an African so your contract is significantly more. The Africans make much less, contract-wise, so in order to make money they have to chase it on the Diamond League. They also tend to be faster runners and therefore more desirable for meet directors. The Americans, with only a few exceptions, are slower and need the money less. They don't have to chase Diamond League money. Of course money is nice -- Brazier picked up $50k winning Zurich, but Americans don't have to chase it like Africans do. Bowerman in general races sparingly -- just Schumacher's philosophy.
My best guess would be drugs, or the fact that Solinsky tore his hamstring off his pelvis in 2011. One of those two.

Farah didn't run for time in the 5000m in those years and he was world or Olympic champ in the 5 in 2011, 2012, 2013, 2015, 2016, plus the 10 in 2012, 2013, 2015, 2016, 2017. He was dominating mid 12:40s guys. And he was considerably older than Solinsky when he became a world beater. Solinsky had been injured the two previous years. One injury was bad enough to prevent him from trying the steeple, which Jerry thought he'd be really good at.
