Yes, they are. I've had a couple of different types, and the best bet and cheapest is just that- work's great just be careful on the size you order because it's hard to gauge how much they stretch. Mine's a little looser than i would like but still works nicely. Cheap as hell on ebay. Link:

The Sport2People waist belt is nice and the elastic keeps its stretch better than some knockoffs I've had, but my Galaxy S9+ phone and case make for a tight fit. Phone+case is 6.5"x3 1/8"x0.4". With my phone, the fit is so tight that zipper eventually breaks.
On the upside, the weight isn't noticeable because you can adjust the belt to keep it from bouncing.
The sport2people waist belt is only 9.97 on sale at Amazon right now.

This is the correct answer, I've started putting my phone in the rear pocket when I run to work. I don't even notice it's there.

i just ran with it today for the first time in a long time, and i didn;t even notice i had it on. It wasn't super hot - mid 60's here - while i was running and it was fine.
I tuck it up under my shirt and it rides mostly on the upper part of the hips.
