How fat could a professional runner in their prime, say Josh Kerr, get and still be able to break 4 in the 1500 (4:17 mile).
I'd say he could decently fat; maybe gain ~25 pounds.

I have personal connections with Josh Kerr and I know for a fact that he could easily gain 50 pounds of straight fat and run sub 4 in the 1500
There is no good answer. If they really just gained weight due to inactivity, no. If they gained it over a few years due to a bunch of strength training, maybe.
I'm not sure how you strength train fat...
The activities and behaviors associated with significant weight gain are incongruous with maintaining 4 minute mile capability. The better question is how heavy a weighted vest can a 4 minute miler don and still break 4 for the 1500

You actually can strength train fat. You train in a fasted state, then eat a large meal combined with high carb beer, then rest, then eat again. This helps you to store and use more fat for energy. Its called being a Sumo wrestler. Runners probably could cross train in sumo and see some benefits, but the mile is all glycogen (carbs) so it would be pointless. But say a marathon runner who was underweight, they could do that and gain some muscle and fat, up to the point of their ideal racing weight.
I mean like, someone who runs a 3 hour marathon and is 5 10 120, if they trained their legs through Sumo Wrestler type workouts and eating, bulked up to 130, they might do better in the marathon. The average person obviously would be slower, but in ultra marathons where fat burning is even more important, this could be more useful.
Well, Henry Rono probably did gain 25 lbs plus, and probably still (could have) broke 4 minutes for the mile and not 1500.
Something I wondered too. Myself (Eric Holt) and Isaiah Harris broke 4 minutes in the mile at 180 plus pounds at 6 feet tall. Running about fitness and not about how skinny someone is. Paul McMullen was a beast and another sub 4 minute runner part of the 180 plus club. I propose it would be possibly for 200 pound person to break 4.
I estimate Cain is about 20 pounds heavier and 20 seconds slower. I guess I would say 17 pounds for a 4 minute miler but 27 pounds for a 3:50 miler.
