They are NOT comparing the difference in the number of crashes between the states. They are comparing the % change of crashes once legalized and using the neighboring states as the control groups. This is very appropriate. The data are the data and researcher's job is to try and make some sense of it and report it. Sometimes they get it right and sometimes they get it wrong.
Back in the 80's it was reported that coffee consumption was correlated with an increase in cardiovascular disease and heart attacks, thereby sending coffee drinkers into a panic. A short time later they crunched some more numbers and realized that they had forgotten to eliminate smokers from the data. Once they eliminated the smokers the coffee consumers were relieved when it was reported that coffee was not correlated with higher rates of cardiovascular disease and heart attacks.
Correlation does not mean causation!!! However, when when a strong correlation is observed and we chose to ignore it, we do so at the potential expense of our own peril.
I am skeptical of all kinds of these studies, but pro-marijuana types should not deny or shy away from the possibility of some negative data. Today's pot has a 20-25% THC level - easily obtained in states that have dispensaries - and edibles are of the same or even stronger strength. When I was growing up in the 70's - prior to pot being associated with cocaine use - at least in the eyes of the public - THC levels were at 2%. It stands to reason that there well could an increased number of accidents from impairment, and yes, the data and science should drive the debate, but that doesn't mean it makes sense to dismiss correlations when significant.
