Two things with your post:
1) You posted a video of Biden speaking in a hypothetical. This was late June and there was no Supreme Court vacancy at the time. He warned about the idea of having a Justice resign within a few months of the election in order to have that president and that senate quickly confirm a replacement before the election.
And that happens to be what we have today. Justice Kennedy resigned in June, it is now late August and we are looking at having confirmation hearings within two months of an election where the senate could change power (though not likely).
Again, Biden was speaking in hypotheticals and he did not actually block anything.
2) In 2016 there was a vacancy. It it happened because of a death, not retirement of a Justice. And he died in February, not spring, not summer, but well before the election.
Merrick Garland was nominated in March. He could have been confirmed before the conventions and well before the run-up to the election.
As to Garland not getting near enough votes, they needed 2 out of 52 Republicans to vote yes.
And Hatch and other Republicans announced that they supported Garland before Obama actually nominated him.
The only way Garland would not have had enough votes to be confirmed would be out of pure political spite.
And that would set a precedent that no Justice could ever be confirmed if the president and Senate majority were of different parties.
But even if Garland would not get the votes, they should have at least had the vote.
McConnell not having the vote was a violation of the Constitution and he should have been forced to step down.
