You're "not fat" but you have 30pounds of fat to "safely lose"? If you are not genuinely overweight, then there is no way you have 30pounds of fat to safely lose. You will end up with amenorrhea, diminished bone density, and constantly be injured as a result. As a female athlete, you need to have sufficient body fat in order to have regular menstruation. It is different for males, they can 'healthily' be at a much lower BF% without jeopardising their bone density, whereas females cannot. Seek out the advice of a dietitian as this is a potentially dangerous path for a teenage female runner.
