Have you been to Grand Junction? I lived there for 2 years and was surprised by how humid some summer days were there, given that I'm from the high desert and that is not common. For whatever reason it seems to happen in GJ once in a while. Conservative values line up too.
High 94 Low 57 in Grand Junction on Monday 6.25.18 and I doubt it was humid with diurnal temps like that. Humidity will be around 10% today.
I think the lady had a point. The sexes aren't equally attractive. If you're an attractive female running outside in a sports bra, men are going to look at you that way. It's not the same with what guys wear.

The actual weather data for Grand Junction does not agree with you. It is low humidity all the way around.

Grand Junction CO had an average June Dew Point of 28 F. Anyone who has ever been out of the desert would consider that very very low humidity.

I got mistaken for a women a few weeks ago -- and this happens a few times a year. I was out running in my printed capri tights, sleeveless, and a ball cap. A dude rolled up along side of me and said "Nice mosquito bites and butt". I turned my head, and smiled... the dude looked horrified and floored his car. I don't think he could've gotten away any quicker. It was funny at first, then I thought about how if I was women, how I'd feel.
That's a perfect example of stereotyping... Why? Just because women usually wear capri tights and that it's off limits to men or no man would ever wear them? Totally false...
I've actually gotten hit on by a lot of women who like guys wearing short shorts, and tights. Most of the general consensus was that I was proud of my body and that I don't give a hoot what other people think. Which is kind of true... I mostly wear short shorts and tights because it is comfortable, especially for running.
FWIW, we all are human and it shouldn't matter how we dress.
For the OP, your girl friend was fully dressed in my eyes. There is nothing wrong with a sports bra and running shorts, nor wearing tight shorts.
It's interesting these days... very interesting to say the least.
