This. Anytime you preface something with the word elite you are talking about something which is not elite at all (elite women, elite HS runners, elite masters, etc.) Elite is elite.

Na, it's an enclosed circle pushing to the right hand side of the larger hobbyjogger circle, i.e. they are both part of the greater hobbyjogger community, they are none the less elite within that community.
I would say if you run a 35-37 minute 10k as a dude over 35, and you wear those tight “performance” shirts that you unbutton at the chest, and it looks like you’re really straining yourself to run that fast (ie you can do it but it doesn’t look effortless), then you can be an elite hobby jogger in my book. You might beat actual runners who are just getting back into shape and what-not, but you will also beat literally everyone else who is not a college / club / professional runner. You’ll probably beat many HS kids too.

What if I can run a 35-37 minute 10k and am wearing a tank top and tiny shorts? Am I still elite in that case?

Nah. If someone can run a marathon at 5:40 pace that’s pretty acceptable for a vest.
I say sub 34 in a 10k, sub 40 for a woman.
