My PR and only time I have broken 2:30 has come at Boston. It can be a PR course if the weather is right. I think weather is the biggest factor there. As far as splits try to keep your half marathon splits within 2-3 minutes. So aim for 1:24 first half and try to come back in 1:26. Here are some tips I wrote for some athletes I coach.

I would echo that sentiment - you can't control the weather, and unfortunately at Boston, the weather is often the biggest factor. I've run Boston:
2010 - Good conditions, first Boston though and went out waaaaayyyy to hard
2012 - So effing HOT!!!! It turned into a parade, ate a bunch of icy pops
2013 - Good conditions, cool and light crosswinds
2015 - Not great, cool (almost too cool) and STRONG headwind starting at Newton firehouse to finish
2016 - Hot and dry, plus modest headwind - Only race I've ever DNF'ed
2017 - Similar to 2016, hot and dry, but tailwind - everyone was fried from the heat to take advantage of the tailwind
My best year was 2015, ran 2:39. I feel like that was more like a mid-2:30's effort though due to the conditions (ran 2:35 previous fall). Sage Canaday has echoed that as well, his 2:19:12 that day was one of his best races. So out of those 6 years, only 2010 and 2013 were conducive to running a really good time. 2015 I was simply in the best shape.
I would suggest writing out a couple different race plans for the potential conditions you might run into. Maybe one for:
Ideal/Perfect Conditions - Cool and tailwind
Fair/Avg Conditions - 50's with maybe slight headwind
Bad Conditions - Hot and dry conditions
The biggest thing is that if conditions are bad, i.e. hot, be prepared to change your race plan. Despite all of the training you did, it just may not be a PR day due to the weather. That's simply a fact at Boston. The last two years, I trained my ass off all winter and went into the race with the mindset of running PR pace no matter what. Unfortunately, it was hot and I come from the midwest and my body wasn't ready for that, I crumbled both years (which is why I took this year off). Don't do that!!! If the weather is gonna be crappy, change you race plan
