No way ND has the best recruiting class this year.
If I'm the 940 kid, I go to a D2, D3 or NAIA program with a reputable program and solid coach with a history of long term approach and developing the athlete. Forget D1, even walk on. Academics are what is important, however if you enjoy your running, don't go somewhere, ground up and hate the sport after your sophomore season.
Example - looking at the GVSU Big Meet this past weekend and results from the mile, 3k and 5k, there is no reason why most should not continue to pursue their running after college. Yeah, they are 4 0 low or 8 low or 14 low guys but this is where the euro club model is will work. Groups to train with, improve, solid coaching and resources for physio. Here it's only the very top tier which are afforded the chance to continue with the exception of the Brooks Hanson's Program. Clubs like BAA, High Performance West, Saucony, NB, Bowerman, Sketchers are ones who could offer tiering levels of financial or product support to allow for the long term development instead of only investing a few. NA Elite and ZAP get flack for their model, but it does offer support to a lower level but talented athlete. With the exception of maybe a half dozen men and women, there is no one else in these high profile groups who can challenge for a podium or medal finish. Need to focus on making some USA Team and being competitive in international competition outside of the Olympics and WCs. Plus this gives said sponsoring companies marketing presence and bandwidth.
Look at how many clubs and programs their were in the 1980s and 1990s.
