To answer the original question, no. Not even close. I would think sub-9:15 is the starting point for DI scholarships these days, and then only at less competitive schools. That said, many of these post are way too negative regarding your prospects of running in college.
If you are a HS frosh or soph, 9:40 is a great start and indicates plenty of potential to progress to low 9s by graduation. Even if you don’t, many DI teams have numerous 9:30 type guys hanging around at the back of the team trying to breakthrough and get on the travel squad. I was one of them back in the day, and eventually progress to the point of being a top 7 XC runner and scorer at the conference meet in both indoor and outdoor at 5000M and 10000M. If you can run 9:30 for 3200 in HS, then with enough miles you can run 24high/25low on an 8K XC course in college. At that point your not a star, but your contributing. Definitely talk to coaches about walk on opportunities at the schools you are interested in. Some will not be open to it, but many will. Just don’t expect any real support until you show progression.
All of the above said, based on your writing in the OP, I would focus on improving your academics first. Unless you are a math or science prodigy, writing like does bode well for the Ivy League or similar schools.
