Just wondering if this breaks any NCAA rules for an athlete to host a normal road race 5k fo example.

What do you mean "host"? Do road races have hosts?

My question also. Are people are paying you to come race against you? That's probably a violation.
You may, but you cannot use your status as an athlete in any way to promote the race. You also cannot use any resources that are available to you as an athlete at your institution for the race. As long as those are met and there is no connection between your event and the athletics department then there is no issue putting on a race even if that race were for profit.
