I've done shockwave therapy in the last few months and have switched to shoes with no back (adidas ultra boost) and it seems to help. The shockwave really has to be high though and really zap your achilles.

Ok you're not going to like my answer but this was my experience.
I struggled with chronic Achilles issues like the OP and yourself, bothering me for 4-5 years. I tried everything; exercises, bouts of rest, stretching, deep tissue massage, acupuncture or whatever, change shoes etc.
It just never got better because when I'd run it would deteriorate again and get sore.
Long story short, got a different injury that completely stopped me running for nearly 2 years.
Achilles eventually became good as new across that time. It just needed to rest properly. Not 6 weeks or even 6 months.
I believe Bekele has a similar but even more extreme story. Sometimes it takes a lot longer than you want.

It's frustrating to be unable to do what you enjoy, and running was and has been a big part of life for a long time. I hope to be able to do it again at some point.
From one injured dude to another, I'm sorry man. Running is both amazing and extremely frustrating. But the good times will come again. Sometimes putting your energy elsewhere for a little while is the best treatment.
Late 2016 and early 2017 I had achilles issues. It was painful to say the least. It was only painful when wearing shoes. I switched to minimalist zero drop shoes. The pain started to go away. I still run with zero drop shoes. Try the merrell or altra.
