You can, but why would you want to? Makes everything more difficult.
You can build a track in a Iowa cornfield that is 100 decempeda pertica long and has only one of its turns banked if you wish.
It's not even permissible to start a thread about it, but you obviously aren't the kind of man that cares about the rules.

Yes, from what I understand an undersized bank would be the same conversion as an undersized flat even if the track was a few meters off of a 200 meter bank. Would the NCAA allow this to be built if there was limited space in an existing building?

Anybody know how much an indoor 200m track costs presently, where I live we don't have one. Just wondering.
The building is the expensive bit. How much does a large, heated warehouse with parking, toilets, seating etc. cost where you live? Tax and utilities can be a lot also.
