I think Subway is referring to the following:
http://www.japantimes.co.jp/sports/2015/08/11/more-sports/conte-says-coverup-protected-big-stars-seoul-games/#.WA8Oyf3JMcBJJK's ascendancy to the post of USATF President will virtually guarantee a win for the L.A. 2024 Olympics. She is the world's greatest female athlete and the IOC respects that. Also the City of Anaheim funds several US Olympic teams today and we need JJK to secure permanent facilities for USATF in Anaheim.
I follow USATF politics and haven't heard of any notables who want that crazy job. who else worthwhile is running for USATF President?
Isn't Jim Estes in the fray?
Is putting "a doper who got away with it" in the top slot really a good idea?

As far as I know, it is JJK vs Vin Lananna.
Do you have a preference?
Bobby Kersee should be running. He's coached around 50 WC/Oly medialists it seems. I guess almost as many as Joe Douglas.

No and with the connections she has could be problematic in terms of coverups at a future time.

Yes, I believe it is spelled out in the governance manual, but I think it is also possible to run from the floor?
I (naively) assumed that WADA was doing the best they can. This is upsetting. I love my sport but am more and more interested in helping young people and just watching high school and college meets.
“. . .Collect their samples before these championship races where they ran very fast and you do the carbon isotope ratio test for synthetic testosterone.â€
As planned, Pound submitted the just-cited information to David Howman, WADA’s director general, stating, in the words of Conte, that “they could target these frozen urine samples and they could do these tests.â€
The idea was rejected.
The reason?
“Basically, Dick Pound was told, ‘Are you kidding me? You think we want to destroy the entire Olympic movement?’ We’re not going to do those damn testings. So they showed no interest whatsoever in this,’ †Conte recalled.
For Conte, WADA’s all-out rejection of what he proposed was hardly surprising.
“These guys are politicians,†he said. “I think they are more concerned with the money they raise for advertising dollars that they get for the Olympic Games"
None of the sprts PED agencies conform to clinical nor corrections nor law enforcement protocols. In fact they are a joke.
Who can cast a vote? How do I vote.

You have to be selected as a delegate by your Association and attend the Annual Meeting to vote. The athletes get part of that vote and also get a large number of votes outside of Associations, but they do have to be physically present to vote.

That's how Robert Mugabe, Benyamin Netanyahu, and Kim Jong Un have their dictatorships setup as well.
