Seriously mate? 1) Not all motors use rare earth minerals. If you have an AC induction motor (like Tesla) there are no permanent magnets and in turn, no rare earths used.2) There are companies today that recycle Li-ion batteries for electric cars and this will be standard in 2-4 years. Meaning that when you buy a car/vehicle you won'thave to worry about disposal.3) For the sake of a city, race, and with respect to particulate emissions, even if your vehicle was purely coal powered, it'd be better off. Having said that, coal is dying. The U.S. uses less and less coal for electricity generation and in my lifetime we will have a majority renewable powered grid. Electric vehicles are the environmental option from a life cycle and fuel use consunption standpoint. The electric motor is about the most efficient machine out their, and in addition to being cleaner, on an energy use basis, electric vehicles are more efficient.

Yeah, it would be great advertising for coal and nuclear power plants that supply the electricity for those cars too. Also, would be great advertising for the environmental damage caused by the mining of rare earth minerals required to make and dispose of those batteries.
