There is no practical drafting advantage at 20 kph. It's just too damn slow. The power to overcome aerodynamic drag is a cubic relationship in relation to speed, not linear like most runners who can't pass high school physics think. The vast, vast majority of the energy a runner loses its from impacting the ground with every step and from having to dissipate heat. If aerodynamics played any part, you would see the marathon runners forming lead out trains like cyclists do.
Then i invite you to read this article and tell me your opinion about it. 2-3% in a marathon would translate in 3 minutes difference.

Where do you get 2-3% from? It says only 2% of your energy would be spent overcoming air resistance at marathon pace which does NOT imply you would run 2% faster with someone 100cm ahead of you.

Typical basement dwelling millennial who doesn't bother to read the actual paper that link uses as a primary source. Here's what that paper says in its abstract:
At WV greater than 15 m . s-1 it was more efficient to run against the wind and the corresponding gradient on the treadmill. At high WV the subjects altered their posture and "leaned" into the wind, thus possibly converting potential drag into body lift. The energy cost of overcoming air resistance on a calm day outdoor was calculated to be 7.8% for sprinting (10 m . s-1), 4% middle-distance (6 m . s-1), and 2% marathon (5 m . s-1) running.
So the paper says that runners actually DECREASED drag forces by running into the wind and were most efficient with a head wind of 15 m/s which is 54 kph because they generate aerodynamic lift. That's some mighty BS science there. This paper actually backs me up instead of you, Kipchoge can just run at the front the whole race and decrease his aerodynamic drag.

This is the moment in the marathon where Kipchoge stopped playng around. Derhanu had been waving him into the lead and finally he says "F it," takes off his hat exposing his nearly bald head to the steamy jungle air.
Instantly like shot out of a cannon he speeds up and obliterates the field. Only Rupp with his patented ice hats and Lelisa with his cool fro could keep up.
Ghirmay Ghebrsellasie was lurking way far behind or he might have gone with them too. He knows how to keep cool by holding his hands flat. Kipchoge doesn't do that. He can counter the head-shaving but flat hands is the edge. It'll work.
