Oh, read the article. You see the testing was done 1 week before the Tour of Spain so about August 15. The Tour ended on July 26 that year.
Different methods will yield different results. The study used DEXA. If it is done with skinfold calipers or BIA, could get a different result (all within the error of measurement for that method).
DEXA often gives "higher" readings. Here is a pretty decent write up

Dexa is consistantly 3-6% higher in very study I have seen. You should see how pissed body builders with the 8% BF are when they hop in a dexa and put out as 14%. Once you realize the BF measurements are pretty much BS for individuals (for groups there is some validity), you can stop worrying about them.
