The rest of your post is irrelevant. The events he decides to do at the Olympics has little to do with what his best event is. The events he decides to do depends on his best chances to win gold in sit and kick races. That's Farah's #1 concern - to win medals NOT to do his best event and NOT to compete against the best.
Plenty of runners choose their best chance to medal instead of their best event. If you don't know this, then you need to watch the sport more.
3:28 is better than anything Farah has run at other distances.
There are three faster which puts him tied for fourth. Kiprop is not the only one who is faster. Kiprop, Mahkloufi, and Iguider are faster. And Kwemoi has the same PR.
