You can't really institute the wholesale changes the program would seem to need by yourself - that is the Head Coach's area of responsibility. All you can really do in this situation is discuss these types of things with the head coach, but realize that HE/SHE is the Head Coach and in the end it is their decision.
Beyond that, use whatever latitude you are given to coach your athletes in the way that is best for them, as long as it doesn't interfere with the program's overall philosophy. From the situation you've described, that would seem to be that (next year) you should probably have your athletes warm up in the way you want them to (since there is already one group that does dynamics and another that only stretches), and that when they are working with you there are going to be no cell phones allowed - that they are expected to practice while they are at practice.
