The argument before about 1500m guys is different. 400/800 guys like Amos and Berian are fast. Over 200m Amos has run 21.34. That strongly suggests sub 11. Even if you say he would run a faster 200m than 2x his 100m, he will still break 11, 21.34 ÷ 2 = 10.67. He has a lot of time to play with there.
Very few will break 11 but there will be a few that can break 22.
I know Coe used a series of 10 X 200m as a good indicator of where he was in his build up. If memory serves, they were all around 24/25 sec with about 30 -40 sec recovery between each. He used to go all out on the last one. His best was 21.7, which he did in 81 and managed again at the Europeans in 86.
I'm not sure if he had a rolling start, but considering it was at the end of a training session, I would imagine he could run sub 22 easily in a one off race from blocks in peak form. While I imagine that's not unique for elite 800 guys, I can't imagine many sub 3:30 1500guys being capable of running 21.* for 200m.
As for sub 11 100m from blocks, I would think that this would be difficult but not impossible for 2 lap runners.
