I personally think your legs would be rested after 24 hours but web sources say workouts make you slower race day :/
I get that it would obviously affect a half marathon or marathon, but what about shorter races like the mile and 2 mile?

It has no negative affect. It may even be beneficial.
As usual, different things work for different people. Some people feel that it's helpful to do a bit of higher-intensity work the day before a race, and if they're going to take a day off (or very light), they do that the *second* day before the race.
