It wasn't just the North Africans. Steve Holman has said he suspected the Spanish and French were cheating as well. Since those two countries pretty much disappeared from the distance scene when EPO testing began, he seems to have been right. And it's not just 1500 runners. With Gebrselassie and Komen taking down the 5k record by an inhuman 20 seconds within 4 years, they very likely were juicing as well.

Since we're discussing the '90s, not sure what doping bans you're referring to at least among distance runners. Americans were pretty bad at distance running in the '90s so if they were doping it sure didn't help. I do suspect Kennedy though. He trained in Komen's group.
I guess there was Slaney come to think of it, but she was a pushing-40 non-entity by then desperately trying to prolong her career, no medal threat at all.

The people who say "El Guerrouj was definitely dirty" are probably not the same people who say "Solinsky was definitely clean". At this point no one is above suspicion. (I say Solinsky just because he seems more likely than others to be clean. That may just be my own blind spot talking.)

I think in the 17 years since Moses Kiptanui set the record running improved in general. 2012 was an Olympic year and Paris was a race set up for fast times to impress their Olympic selection committees. I think (then and now) there are at least a half-dozen guys capable of sub-12:50, including Farah. As Canova says, just because an athlete hasn't run a particular time doesn't mean he's not capable of it. In Diamond League, athletes don't get paid for time, they get paid for places so there is no motivation whatsever to run fast times.

Half a dozen already went 12:50, and that did NOT include Farah.
If we accept that 5-10 guys are capable of sub 12:50 pr's it doesn't seem, to me, highly improbable that a few, and only a few, have gone sub 12:40.
3 guys ran the kinda times you're suggesting some kind of systemic doping, yet only 3 athletes in history have run times so fast that you think it smells of doping.
Maybe some (of those very top tier athletes) were, or not. But the "evidence" is weak, IMO.
