You and I have argued over Kenya - my position has been that there is not yet enough proof to declare Kenyan running has been wrecked by doping. I have said that I will wait for evidence. I still wait.
This kind of evidence against Russia is the kind of evidence I require against Kenya and Ethiopia before I condemn them - and I believe we should all require it.
I do think you leap to conclusions too much, although you have been proven to be on the right track.
The gold and bronze-medal winners at 800 meters at the London Olympics are among the five Russian runners targeted for lifetime bans by an independent commission tasked with investigating widespread doping in that country.
The commission recommended lifetime bans for Olympic champion Mariya Savinova-Farnosova and bronze medalist Ekaterina Poistogova.
The commission’s report said the London Games were sabotaged because track’s governing body and Russia’s anti-doping authority didn’t take doping seriously enough and allowed runners to compete who should not have.
The recommended lifetime bans were part of the commission’s 350-page report that came out Monday.

They're withholding most of the detail on IAAF:
The IC has withheld most of the contents of the chapter on the IAAF in order to not compromise the continuing efforts in respect of information provided to Interpol. There are very serious criminal allegations in the ARD documentary. The IC is in possession of information which has been passed on to Interpol for the purposes of an integrated investigative activity, Operation Augeas. Therefore, most of the IC’s Recommendations in respect of the IAAF are being withheld until such time as the full chapter is released.

Given that they are investigating based on ARD documentary, which also presented evidence on Kenya, it seems WADA has more information to share. They have also already said they are holding back some evidence in support of the current French Police investigation.

This sounds like just the sort of report that the IAAF needs to commission across other countries where there is whistleblowing.
It would be my guess that they would find nothing as damning as they have done in Russia, partly because Russia (like with cycling in general) has a long history of a doping culture in athletics, so the temptations and concepts are well embedded.
But as a model for investigating whistle-blowing allegations we should all recognise that they heard the whistle, and responded to it; I'm sure WADA will not (does not?) flinch from responding in other countries, providing they have the funds to do it.
If they don't nail the others, it's going to look like what it would be: A vendetta against Russia by a few very powerful players (Coe....).
Seppelt identified Kenya, who, given results of the last 25 years, has to be at the top of the list, but, I would say, far from the only one on it.

Putin will take the approach Ben Carson et al took - saying the accusers are hopelessly biased and therefore meaningless. Russians feel victimized and encircled by the West and Putin will encourage them to feel even more victimized and encircled after this.

Earlier this year, FINA, which is normally a clown car of an organization, sent out a press release in advance of the Would Aquatics Championships in Kazan saying that they were sending out 'observers' to the RUSADA labs handling anti-doping testing for the meet. If even FINA (who had an official position that the Chinese were clean until the moment one of their athletes was arrested by Australian Customs agents for bringing hgh into the country) thinks you're a screw-up, you're probably a really awful organization.

That is not "by far." The US has won the most medals at many Olympics by a wider percentage margin.

IAAF President Sebastian Coe confirms they are investigating the possibility of suspending Russia, which could jeopardise their participation at next year's Olympics in Rio de Janeiro
Pound just said Kenya has a real problem and has been slow to act. He said there is an investigation ongoing and if those investigators do a poor job, someone else will have to do what is required.
Putting wealth of the nation to one side, if there is one country which stands out for having athletics success throughout some of the periods in time where drug use is believed to have been prevalent, it's the USA. Perhaps that's where Dick Pound and his team need to look next...

Yup, a vendetta for Russia outing the bribery to cover up testing. That sends a statement to everyone else to keep their mouths shut and keep the money flowing.
Does the report say how long this has been going on and/or if every Russian athlete was involved?
