For me, I'm gonna say top 3:
1. Frank Shorter- Olympic gold and silver, 4 Fukuoka wins, American Record holder at 10k and marathon for a time. Had a great range.
2. Bill Rodgers- 4 Boston and 4 NYC wins. Twice set the American Record at the marathon.
3. Jim Ryun- Olympic silver, 3 mile outdoor world records, 1 880 yard outdoor world record, 1 indoor mile world record, 1st HSer to break 4 minutes.

Why? Frank has Gold and Silver.
It would be interesting to look at slices of time. In '79 and '80 nobody could beat Herb Lindsay, who btw trained with Shorter. He packed it in competitively in his mid 20's, though to this day can still whoop @ss. Had a couple world records and left people for dead at 10 miles. Wish there were more colorful runners like him today.

She was undoubtedly great PED or non-PED, but she had only two great years in her career -- 1983 and 1985, so it would hard for me to give the all time best given that. Injuries robbed her of a lot of years but that's the way the cookie crumbled.

Virgin beat him pretty bad at the 10k at the 1980 Olympic Trials
