Wow, this shows how little you two understand about elite level performance and coaching. Guys have been getting TUE's for hypogonadism since the early 2000's. You guys are way behind the ball.
Here's how it works, you put an athlete on a steroid cycle early on in their career when they won't be tested (high school) so that their natural production of testosterone essentially stops or you have them over-train to an extreme degree for a month or two so their testosterone levels are suppressed. You then have them tested by a doctor, who sees the near zero production of testosterone in the athlete's body. They diagnose them with hypogonadism, which by WADA rules is grounds for a TUE for testosterone.
Galen and Alberto didn't tell anyone because the don't have to disclose personal and private medical information if they don't want to and because apparently this method is still news to idiots like you two who still haven't caught up. This is how Galen has become the best in the world, and it's a hole in the current system.
