The reservoir is overrun with tourists, people snapping photos, people walking in either direction, slow joggers, etc. You also can't go more than three wide on it, so if you've got a group of three walking side-by-side, you're slowing down and having to wait for people to get out of the way. The park has a lot of great running options, but nothing that is flat for more than a quarter mile, and nothing with each 100m clearly marked to allow you to keep track of your pace.
1. Those walkers would do the same thing on a track. It happens to me and I live in a much less populated area. All the lanes are full of walkers.
2. Spend an afternoon and set up markers yourself every 100m. Don't be obnoxious by using spray paint. Or talk to the management and get them to do it. Maybe have a local hs/college/AAU track coach go with you so your request is perceived as legitimate.
