Complete BS - schools are about participation, and have nothing to do with development, and certainly not to develop future Olympians. Some coaches (and so their programs - it is not endemic to the system at all) do a great job at development, some do a poor job. There are good private coaches and poor ones, which can be said of most Professions as well. Individual people comitt - it is never systemic.
For every F-M, which may win at the NXN level, yet have few become even NCAA champions let alone Olympians, there are many more who actually hold back the developmentof athletes due to incompetence. I see that in my local schools on a daily basis. Of the dozen or so that run programs (sort of) I can name only a few (4 at most) that are really developing their athletes. Of course where I am from none of these people are paid, nor even the private coaches. But the reasons for involvement are different.
