Where would this put those schools that are not NCAA programs? Here in the Northeast there are schools that are not bounded by NCAA rules yet they are allowed to compete in both track and xc meets. Additionally, some of the schools that only field xc teams run a "nontraditional" program of track meets. Both of these schools take advantage of what meets there are available and clog up several events as well as make the meet much longer than it has to be If they want to compete they should join the NCAA not just take what they want from it and not become a member (abide by rules, etc).
