if i can run 53.4 for a 400m but only 2:01 for an 800m despite doing some distance training (40 mpw), does that mean my basic speed or leg speed is lacking? or neither

Stop thinking about leg speed and focus on foot velocity. Leg speed follows foot velocity
This is a job for Captain Leg Speed Velocity.
You are focusing on the wrong things here, boy. It is not basic speed or leg speed that will determine your success. It is your leg speed velocity. Work on that and you will find yourself cranking out 1:55s in no time displacement acceleration!
