I honestly know next to nothing of what Webb's training was like. However, his 27:30 in 07' in the 10000M makes me doubt that he wasn't doing a lot of miles. And I'm doubtful that he was doing a lot of sophisticated high quality training in his early teens.

That could have something to do with his lack of longevity when compared to say his peers Ritzenhein and Hall.
I will go on the record though and say that I hope he does regain relevance and wish him the best. It's not impossible. The odds can be beaten. People like Brian Sell and Leo Manzano beat the odds.
