Apples and oranges. Records in shorter distances don't drop as fast as records in longer distances.
Records from now compared to 1955:
100m: 9.58/10.2 = .939
100m non-Bolt: 9.69/10.2 = 9.5
400m: 43.18/45.4 = .951
800m: 100.91/105.7 = .954
1500m: 206/220.8 = .932
mile: 223/239 = .933
5000m: 757/831 = .911
10000m: 1567/1734 = .903
marathon: 123.63minutes/137.65minutes = .898
Sub-1:47's were around long before 4-minute miles, and they weren't outlier times, there were plenty of them.
Why can't high schoolers break the 1955 800 WR? Who knows. People say they're good sprinters, but they're only a little better than 1955 in most sprints, worse in the 800, much better in the mile and 1500, then worse again over two miles, then slightly better over 5000 and 10000. There's no real pattern to what events they're best at.
Not to state the obvious, but don't you think understanding of training for the events might play a role in how good a record is in the 1950's versus the 2010's?
For example, running a ton of anaerobic workouts is going to get you further in the 800 than it will the 5k.
Don't forget Virgin ran 8:40.9 - not sub 8:40.0 but damn close!
Tim Danielson ran sub 4 in hs. 1:53 & 8:55 were his other PR's
1:59 and 8:00
Try to fill out any questionare that asks for race when you live in the US and tell me if you still feel the same. The options are always either "Caucasian, not of hispanic origin" or "Hispanic." So, if you are a very white-looking Spaniard, your answer becomes "Other."

Manu Ginobili, Ricky Rubio, Christina Aguillera, and Cameron Diaz are some more examples of famous white hispanics.

My guesses would have to be 8:40.0 and 1:48.00.
I'm probably wrong but I think only 4 American high schoolers have gone under 8:40 and only 5 American high schoolers have gone under 1:48.
I'd agree with your guesses.
There have been six American high schoolers under 1:48:
1:46.45 Michael Granville CA 1996
1:46.58 George Kersh MS 1987
1:47.31 Pete Richardson CA 1981
1:47.68 Elijah Greer OR 2008
1:47.74 Alan Webb VA 2001
1:47.9c Dale Scott CA 1972
And there have been four American high schoolers under 8:40y:
8:29.46 Lukas Verzbicas IL 2011
8:34.40 German Fernandez CA 2008
8:36.3h Jeff Nelson CA 1979
8:40.0i Gerry Lindgren WA 1964
Cheserek ran 8:39.X this year indoors too
German Fernandez 8:34 in all high school race (ie all by himself) > Verzbicas in a pro race with a rabbit (imo).
Webb's time is definitely superior to any high school mark currently out there.
Granville's 1:46 is probably second at least for the guys.
When taking into account the IAAF tables you need to understand these are for full grown men. High schoolers are generally less developed, especially with regard to endurance events.
Thus a 8:30 is probably just as rare as a 3:55 and a 8:40 = 4:00. Guys are much closer to their max potential in the sprints at this age.

GF, Webb,Ritz,Rupp...all would be much faster with 1-2 elite 2mile attempts. 8:34 against himself, 3:53,13:44,13:37 are evidence of that. The two mile all time lists are very weak time wise (not ability wise). Even LV's 8:29 was his only serious attempt.

Like what, Zatopek doing mainly 4x200 or 3x30 with drills? That's how they were training in the 50's?
There is more room for improvement over distance because it pushes the body's physiological limit, while sprints push the less flexible mechanical limit. 400 and 800 push both and improve the slowest.
Though some of that extra distance improvement is not legit. Doping is more effective over distance than sprints, since the late 70's.

He specified American high schoolers - Verzbicas got his US citizenship sometime his senior year.

Like the census? Because the census definitely collects data on both "white" in general and "white not of Hispanic origin."
Are you all dumb or what?!?
800m is 49.71% the distance of a mile, so it's equivalent is 1:59.3
2 miles twice as far as a single mile, so it's equivalent is 8:00.00...
Easiest math I've ever done.

Lukas Verzbicas did not get his citizenship during his senior year of high school.
Everyone who has posted after the post mentioning "IAAF Tables" and this one is a certified idiot.

You're giving Americans way too much credit -the majority arent that bright. If they saw German walking the streets, they arent going to say, 'oh, he looks Uruguayan! ' They are going to say he looks hispanic.

for fully developed guys, the answers depend on speed-endurance
for a 4'00.00 with various 800's
1'52 ->8'29.2
1'51 ->8'33.2
1'50 ->8'37.2
1'49 ->8'41.2
1'48 ->8'45.1
that's probably the range
anywhere around 8'37 +/- coupla secs looks good starting point
