Because it's hard as **** to train in OK, and that builds character and toughness (to go along with talent).

So training in Texas, Kansas and Missouri is so much different? Did the conditions in Oklahoma change in the last ten years?
And they are less than two hours apart by car.
OSU full of foreigners
Tulsa full of foreigners
OU full of 5th years and transfers raided from other teams
There is nothing illegal or wrong with any of those circumstances, but that is your answer.

Perfectly bad and extreme weather, which makes it easier racing everywhere else.

Yep, pretty much. Still they have to get the athletes to the race and get the job done. Right now three programs in one state did that well Saturday.

Because they can't recruit Americans they turn to foreigners. Can't blame them, but I wouldn't go giving the state a whole bunch of credit for developing runners. (The program yes, but not the state).
What state had the most teams participating with only American athletes? I'm guessing California but I haven't done my homework.
