Bumping this old thread, as I have exactly the same "issue" as the OP.
I'm in ~16:00 5k shape. Though my resting HR is 42, I'm averaging 145 on 7:30 pace runs, and 160 (with highs up to 187!) on 7:15 pace runs. These runs feel like jogs — yet when I look at my heart rate chart, it suggests I'm running at threshold pace.
I eat well, sleep 8-9 hours/night, and it hasn't been excessively hot. I understand that every heart is different, but this seems a tad ridiculous.

I used to be extremely similar to you. The problem is you never learned how to run relaxed and easily.
Those 7:XX pace runs feel like jogs muscularly, but they're obviously not easy for you if your heart rate is in the 180s.
You need to practice running relaxed. This is a skill that can be trained and requires specific training. Training at 5:00 pace won't help you run relaxed, you'll just plateau.
Jog and keep slowing down until you find that your heart rate is actually around 100 bpm and your mouth is closed and breathing imperceptible. This will be around 10 minute pace, probably. Aim to be slower than any old or fat people out jogging nearby. You might be going walking pace and feel very awkward. It might actually feel easier to speed up, but don't. Keep practicing this for the first 10-15 min of every run, and again at the end. After 4-8 weeks of this you should be running sub-7 pace at the same low heart rate and suddenly you'll be recovering a lot faster.
