What kind of question is this? No city is ready to host the Olympics immediately. Forget having facilities. You can have a great Olympic games without great or new facilities. The problem is it takes a long time to plan and organize the logistics of the games!
No problem with planning for Tokyo or L.A. given they have the facilities and people that host hundreds of international sports competitions every year. Plus on any given day, 4 Million tourists are in town at hotels, airports, restaurants, roads, and subways.
The traffic and humidity in Rio is horrendous but lots a hot Mexican girls in Rio!

The Maracana Stadium in Rio has held 199,000 people.
Unfortunately it's under renovation and won't be ready until 2013.

Mexico has successfully hosted an Olympics and 2 World Cups since 1968.
The 1970 World cup was probably the best ever.
