I am looking for a school to run for after I graduate next year. I want to stay in TEXAS! my mile time is 4:26. I need a school in Texas to run for that is not a huge stand out program. I would like to be able to compete my first year.

texas would be perfect - their mens program sucks
Why do you want to compete your first year ? Why not find a program that you can grow in and have better runners around you to do so ? You can look at UT,A&M,Tech pretty much all those places you will not be able to compete straight away. Then you have UTSA,TSU,Baylor,UNT,SFA,UTA,TCU,Sam Houston,Lamar,UH,UTCC which you could compete, but wouldn't be the fastest on the team. 4:26 is descent depending on how much mileage you are doing ? Whats your G.P.A because walk on times are going to need a descent G.P.A to get in ? Do you want D1,D2,D3, Naia ?
If you are considering DIII, look into Trinity University in San Antonio. They've produced some solid mid-distance runners lately in Chass Armstrong and Zach Brush.
I don't know much about the running coaches, to be honest, but I was a varsity athlete in another sport, and I can say that the athletic department there is overall very serious and accomplished.
It's also a great school with a beautiful campus.
