Damn! My daughter is going through the EXACT same thing. They were supposed to have all 4 returning on their state championship 4X100 and 1 girl decided she doesnt want to run anymore. She has been running since she was about 10 years old and she said she is tired of running track. They have been begging this girl and she wont do it. The coach said he would be willing to allow her to come only on relay days(twice a week), and she still refused. They have no one who can replace her.

True, but "base" is a term that can be misleading.
Base training should primarily develop what is "basic" for an individual athlete. For a fast-twitch person (aka most sprinters), that is absolutely NOT long, slow mileage.
Unfortunately, if you use "base" on this discussion board most readers will think that you're referring to slow distance running.
Has anyone talked to the athlete and the coach to see why the athlete doesn't want to do track and what can be done about it? A legitimate 10.5 FAT is a clear-cut full ride candidate so I rather doubt that this part is true.
What you (and a coach that isn't a sprinter) might not get is that many general prep plans for 100m aren't a lot of fun for a long time. For example, for me this season, following the Jamaicans, I had in October:
Mon 3X300 or 3X2X150
Wed 10X40 steep hills
Fri 3X300 or 3X2X150
The above is similar to what the MVP club in Jamaica actually does and is obviously very effective. But you don't get to SPRINT for a long time. There are other programs like Tellez (used in somewhat modified form by John Smith) which goes like:
Mon 400-300-200 breakdown
Wed 5X150 or 8X100
Fri 60s or sets of 60-80-100
There are other programs like Charlie Francis which starts with 30's and 60's (often in sets like 3X4X60) and the distances get longer every 2-3 weeks.
If it comes down to time, with there being time for homework plus either track or computer games, track may very well lose.
But as a coach I would try to sit down with the athlete and see what's really wrong and what can be done about it. There are many paths to Rome...or the finish line.
I think I know what school you are and I got news for you, my son's team is loaded this year and going to take all challengers out. My son ran 10.7 as soph last year and we had a transfer who ran 10.6 while we got a pair of twin exchange students from Jamaica that ran 48 in the 400 last year so I think it won't matter about the kid who quit.
