Maybe he was tired of his parents living vicariously through his achievements?
I used to coach basketball. I had a junior quit the team. He was 6'5 and about 250 with good hands. He flat out told me he liked going home with his girlfriend after school and watching porn. Bad decision.
That kid needs to realize he has the rest of his life to sit around and do nothing - it's called work for most folks. This may be the last chance he ever has of being a part of a championship team. Someone really needs to talk to this kid!

I dont want to sound too serious, but this decision could change the course of his life. Unless his parent have money, track may have been his only chance at college. Those are the kind of decisions one makes and then 25 years later while flipping hamburgers at McDonalds you look back and say, DAMN I F@cked up.
Sounds like the kid is not into winter training or some such. Give him a little space and time and then depending on his real deal use a little reverse psychology on him. The direct threats of how stupid to throw away talent and let your teammates down don't usually work unless the kid's head is in the right place. Having the kid turn out for the team a little later in the year is better than not at all and usually after some kids have some time away they will miss it. Perhaps the kid has grades issues or something else he is embarrassed to let others know are going to keep him from running also.

These guys need to move further out. Imagine what they could do with more mileage.
They'd most likely all become mediocre or crappy middle distance runners, while at the same time hating what they are doing.

What is your solution? If a kid does not want to run, then that is his choice. It is a long time until track starts. He could change his mind. His teammates might have some influence.

10.5 HS sprinters are born and not made.
It is likely that there is very little he actually had to do to run 10.5
Similarly in his mind, there is very little he actually has to do to NOT run 10.5
To him? No difference. Big deal.
The blame can be laid at the feet of the coach, in my opinion.
If this athlete were instead a 10.3 athlete due to lots of hard work, or even a 10.4 athlete due to lots of hard work, the situation might be different. He'd see value in the exercise, and be more likely to continue to work at it. Even .1 is significant improvement to a 100-m guy. If he sees that he can get that .1 with work, maybe, just maybe, he can get another .1 with continued work. etc.
To the "prima donna" poster, I think you sort of miss the point. Granted, maybe the kid really is a prima donna jerk--but if you have somebody who can do something excellent without having to work at it, you usually have a lack of motivation situation rather than an ego-driven situation.
If it were ego-driven, he would show up, goof off, screw around, and win when he has to, to prove his inherent superiority. This kid seems to have just checked out. He is bored, and sees no value in running.

Take any team, offer them the choice between a championship and going home with a gf to watch porn, and watch your entire team disappear other than maybe one kid confused by Sodomite propaganda.

Indoor track has already started. He is missing a lot of base and strength training that would help him later in the spring.
What were his individual accomplishments last season?
Hasn't he been getting a lot of recruiting interest? Does that matter to him?
