your coach is an idiot
All you have to do to work on speed is to run fast without pain. It is easy to see how you can do this with strides, but you can also do it with 400s and longer.

Your coach is not an idiot. BASIC speed needs to be worked on all year round, and can be added very easily to base phase training. If you try to improve pure speed only during your intense interval work phase you will not get the results. We're not talking high intensity interval work, but rather strides, form work, very short speed work with plenty of rest between efforts, weight training, etc.
