It doesn't matter how many times an biased reporter has been to Beijing. If you are willing to listen to him and not from anyone in China, then yes, the air quality is bad, because they say that - and they have been saying bad things about China (or any country that they are against, compete with in economy or politics).
Define what you mean by outside of Beijing, the Olympic stadium is outside of Beijing, so what's wrong with measuring the air quality outsied of Beijing?
I have lived in Beijing several month out of each year in the past 3-4 years (Longest was 8 month), and I run 60 mi/wk without any issue - I have allergy when I return to Texas. I feel I can run better in Beijing than Texas. This whole air quality thing is just one way those pus*y competitors to get themselves some excuses.
