I hope you are not saying Hall is better than Webb. Webb was the first American since Jim Ryun to have the world's fastest 1500 and mile time. His 3:46 mile is the second fastest mile run by a citizen not from Africa. Only Cram is fastest in this group. Webb also ran the second fastest 800 in the world this year. Webb probably had one of the best seasons ever for an American distance runner. Webb and Lagat are still far beyond Hall.
