Yes, I could not agree more! You have to have a standard and tha means the arms must be fully 100% straight at the bottom of the movement. Eye level is not quite high enough as you do have to get some part of the chin, any part, even 1/100th of an inch over the bar counts as breakint the plane of the bar, as it is level with the hands. Only a straight bar should be used, because I have seen folks use different versions of bars that have handles or are angled up at the end and this means they are not pulling all the way up. Now the part about pausing at the bottom. Let's take a close look at that. IF you are long jumping would you walk slowy up to the board and then jump, or would you use momemtum and take off running and then jump? Same with High jump, you don't discount the mark, becuase the athlete stood back and then approached the bar at a sprint and leaped into the air, just barely brushing the bar on the way down. And you don't credit a high jumper with 7 feet just because he cleared the 6' bar by a foot. So going too high is also a waste of energy.
Some movement makes certain motions more efficient, you would not tell a power lifter in the olympics to slowly pick up the bar and lift it over your head. He uses all kinds of momemtum to complete the lift. But the rules allow everyone to do so.
On the other end of the spectrum, just type in pull ups on youtube and watch how much kicking, swinging, and kipping is being utilized by the folks doing pull/chins, with out a doubt you need to have some sort of standard.
In the STREND competitions they use bunjee cords that hang 12" in front of the apparatus, for both the chin and pull up bars. If you swing and hit them your pull up does not count. They also have a button to push with your nose at the top that beeps.
Now I can do 40-45 very strict pull ups, or 55 very sloppy pull ups or 46 speed pull ups like the world record I just set for 1:00. I had a camera on my chin and one showing full length shot. I don't paticularly like speed pull ups more of a novelty, so whether my form is judged harshly or not, I can tell you it is head and shoulders above the rest who have attempted this record:

Anyway, this Saturday I will be attempting to break the current 30 minute WR of 442. These are done in sets of course but the pull ups are done much stricter and under control. Scroll down and you will find all my trainig detailed per week.

That is the video you just watched. MY arms simply can't lock out more than that and a pull up, is actually a 'pull slighty back then up' or else you would hit your head on the bar, so my shoulder rotate on the bottom, chest comes forward as shoulder blades adduct and lats flex, the legs and thighs to move and come forward equal to the plane of the bar and then travel up. That is different then swinging your legs on the bottom. In speed pull ups the legs are like the tail of a kite they just stabilize the motion a bit. I agree with you 100% though that sticter standards should be placed on such records and attempts.
Standard bar, standard height to pull the chin too, full lockout, and exactly how much motion at the bottom, or none at all? Like I said, if I had to pause at the bottom and then go up I have done as many as 40-42 and that took about 1:20, as I have never been able to last more then 90 full seconds on a pull up bar at any one time.
