What is the context for this "running session", in terms of the training week, the training phase, and the race focus of the runner(s) that would be doing it? You can't just isolate one single run in a vacuum to analyze it. You are smart enough to realize that, aren't you?
Skuj, sounds like a hard, but manageable workout. Probably a type of workout I would do every 2nd or 3rd week. Myself, I do weekly long runs w/ the last 20 minutes at MP. Total -12-16miles.

20 minutes comfortable
20 minutes MP
20 minutes comfortable
20 minutes MP
20 comfortable
20 MP
Worked well, liked it a lot.

It's obviously not a session for kids. Nor is it a session for sprinters.
If you are a Half Marathoner or a Marathoner specialist, would this session be useful once a week? Once every 2 weeks?
Obviously it is not a session for "off season" either. :)

Why not? Give it a try and see how it works. Nothing is guaranteed to work for every or any runner.

This one has way too much intensity in the middle portions. Reduce the middle 45 minutes by half to make this more effective.
(Aside to Skuj: Rather than post random workouts on letsrun, why not seek out a qualified coach in your area to help critique your training program and provide you with a fundamental understanding of training philosophies. It will be time well spent.)

Well, 2hrs with those paces in there would likely be for when you are into serious training. Would you agree?

Jim's right, get a clue and find someone with enough expertise in your area that you can steal ideas from, er, get feedback from.

What is the goal of the workout? Without this information it is difficult to assess the efficacy of the workout.
A while back I had worked with Mark Davis and he had me do a workout like this, but with longer sections: 4 miles easy, 4 miles comfortable (slightly uptempo - maybe 80% max HR), 4 miles hard (marathon pace because I was already tired), 4 miles easy. If I recall correctly he said one of the better but not super-elite marathoners of the late 90's used to do this workout often. (The name escapes me.) The sections I was running were longer and more endurance specific, but the idea is there.
He's gone so I'll step in. There is no goal or efficacy. Discuss.
