Should I run the last day before an important 800m race or should I just relax?

Rest IS training. However, I'd do a race warmup, 200m at 800m pace, then a cooldown.
I doubt it will make any difference either way. You probably feel this way too right? So do whatever you feel like doing.
Don't do nothing. Your body is used to running every day, and not running will throw it out of sync and cause you to feel lethargic the next day. Do 15-20 minutes very easy, then a couple short (60-100m) fast strides to prepare your legs for the shock the next day. Same thing applies to night races. Do something easy in the morning, and you'll feel better than if you did nothing.
Well it depends on whether you take the occasional rest day or not. If you do, then a rest day before a race aint gonna make you lethargic on race day, as long as you get the right warm up before the race.
