So here's the deal. Im a college runner who hasnt raced for over a year. I'm very fit but when I get in a race situation my legs just dont seem up to the task.
The last lap or 600 meters of a mile race I dont have any energy in my legs but cardiovascuraly I'm fine. I've only raced 3 or 4 times this year. What could my problem be?
you have mind problems? or you have a small penis...
yea you might need ur racing legs, just after some races it might improve

Lack of racing.
Peaking workouts--Race pace and faster--Get comfortable with lactic acid. Thrash yourself a little bit.
This crap happened to me. I basically did a tempo run / time trial a week before all 4 races I've run this year and managed to run slower during the race than the TT's in all 4 races...
You might just be training to hard and not not getting enough recovery to race well. That or the routes you use for training are all short.
whenever ive had that problem it was from a lack of base or gradual build-up into mileage and workouts. If your coming back from injury or just havent given urself the 10-12 weeks of solid mileage that can play a big factor in not being able to finish races well. you cannot dismiss the base phase of training or it will always come back to haunt you.
